The Buffalo Soldiers National Museum solicits sealed bids for the interior renovation of the Houston Light Guard Armory (23,000 sq. ft.) located at 3816 Caroline Street, Houston, Texas 77004. Scope of Work in preparation for the fabrication / installation of six new permanent galleries includes, but is not limited to: selective demolition, carpentry, finishes, and MEP upgrades; ADA and safety improvements; AV integration, and specialty lighting: Steel framing (interior platform).
Qualified general contractors with proven historic-structure renovation experience are encouraged to respond. This project will be federally funded by the U.S. Treasury Department and administered by the Harris County Housing and Community Development. Bidders shall comply with regulations governing the American Rescue Plan of 2021(Davis Bacon and Section 3 not required).
Bidders must include itemized costs, verifiable project references and be prepared to furnish payment and performance bonds.

Bid Submission Deadline (extended): Sealed bids clearly marked “BID NO. 2025-01 – Ready & Forward”, must be received by 2:00 p.m. on August 29, 2025, at 3816 Caroline St., Attn: Desmond Bertrand-Pitts, CEO, or submitted electronically as a PDF to desmond@buffalosoldiersmuseum.org.
A Public Bid Opening will be held onsite immediately following.
BSNM reserves the right to reject any and all bids and to waive any informality in bids received. BSNM pays for goods and services according to the provisions of Chapter 2251 of the Government Code.

This addendum is part of the Invitation to Bid solicitation documents for the above-named project. Acknowledgement of receipt of this addendum is required as part of your bid proposal response. The deadline for submission has been extended to: Friday August 29, 2025, at 2:00 p.m. Bid opening immediately following onsite.
